Steps to reproduce

1. Clean install of JIRA 6.2.2 without JIRA Agile plugin installed
2. The first time you log in, ensure that you do not have WebSudo (if you have it, "Drop access")
3. Attempt to click the Agile item in the top navigation bar

Expected

If you are authenticated with WebSudo, you should see the "Try JIRA Agile" dialog.

If you are not authenticated with WebSudo, you should see a dialog like "Create Project" shows you:

Nothing happens

Work around

Visit an administration page which requires WebSudo, then authenticate. Afterwards you should be able to successfully click the Agile menu item.
