Steps to reproduce

1. Download and install from scratch JIRA 6.2, 6.2.1 or 6.2.2 (release candidate or final)
2. Click the "Agile" top level menu item
   1. This will prompt the user to "Try JIRA Agile"
   2. Follow the prompts to download and install the plugin
   3. Do not enter my.atlassian.com credentials and close the dialog or refresh the page

OR

1. Download and install from scratch JIRA 6.2, 6.2.1 or 6.2.2 (release candidate or final)
2. Install JIRA Agile plugin manually (either via UPM or installed-plugins directory)
3. Do not license JIRA Agile in any way

Symptoms

• Agile button appears when JIRA Agile is not installed

• For JIRA Administrators, two "Agile" top level menu items appear in the navigation bar.
  • One will direct the user to UPM to enter a license for JIRA Agile
  • The other will open the dialog which prompts the admin to "Try JIRA Agile"

Work-around

Any of these options should work:

• Disable the JIRA Agile Marketing Plugin via UPM
• Disable the gha-od-menu-item web-item plugin module inside the JIRA Agile Marketing Plugin via UPM
• License JIRA Agile (an evaluation license will suffice)
• Each administrator can "dismiss" the "Try JIRA Agile" dialog and it will not show again.
