Control Chart custom dates don't respect customized date formatting

    Description

      Steps to reproduce

      1. Go to JIRA Administration -> System -> Advanced Settings
      2. Change Date Picker java format from d/MMM/yy to d.MMM.yy
      3. Change Date Picker javascript format from %e/%b/%y to %e.%b.%y
      4. Open a Scrum board -> Reports mode -> Control Chart

      Expected behavior

      There's no problem with Custom dates under Timeframe

      Actual behavior

      The date fields are unusable. The following error message is displayed:

      Date format should be as follows: 12/Jul/93 or 12/7/93

      Workaround

      Revert to Original Date Picker formats

      Original Description

      Using the datepicker results in an invalid input, because the date formatter of the datepicker uses the customized value, the input componetn itself does not.
