Issue Summary

Although users have desired permissions, the parent/epic issues are not searchable while users try to add the parent issue on the Issue view via parent field

Steps to Reproduce

1. Search for any standard issue (say Story)
2. Click on Parent field on issue view
3. Type the issue key for the desired Parent issue (Epic)
4. Epic key is not searchable.

Expected Results

The Epics from the same project or other projects should be searchable.

Actual Results

Epics/Parent issues are not searchable

Workaround

• Instead of searching the issue key, user can search with the "Issue Summary"
• The issue key will appear with the search of the summary.
