Refreshing a board with quick filter will break the board's ability to clear or change filters

Issue Summary

In a board, if you select a quick filter A, and then refresh the page, if you click to clear the filter or unselect the quick filter, the board will display the results as it had the previous quick filter, and not the original display with all the issues. If you select another filter, it won't work and it will display a blank board.

Basically, it's "original state" even without the quick filter in the URL will be the previous quick filter selected before the refresh.

Refreshing the page again with the filter cleared fixes the issue and return the page to it's original state.

Steps to Reproduce

1. Select a quick filter in a company-managed software board
2. Refresh the page
3. Try to clear the filter

Expected Results

The board will clear the filter and display all issues

Actual Results

The board will display as it had the quick filter selected. If you select a different quick filter, it will return a blank board.

Workaround

Refresh the page once again to clear the board properly.
