Custom filters on team-managed projects' backlogs, after refresh, appear selected but do not function

Issue Summary

When you flag a custom filter on team-managed projects and refresh the backlog page, the custom filter is still selected in the drop-down, however, it is not applied to the backlog anymore.

Steps to Reproduce

1. turn on the backlog view on a team-managed project
2. Create a custom filter in your team-managed project as described here
3. Navigate to the backlog view and select the created custom filter
4. Notice that the filter is applied to the backlog view
5. Refresh the page

Expected Results

Either the filter should still be applied to the backlog view after the refresh or not be applied at all.

Actual Results

The filter is still selected in the custom filters dropdown, however, it's not applied to the backlog anymore. GIF displaying the behavior:
