Ability to set parent issue in Team-Managed Projects during issue creation

    Description

      Currently, it is not possible to set the parent of an issue during an issue creation in Team-Managed projects like we can in Company-Managed Projects.

      It would be great to have the ability to set the parent during issue creation as opposed to the current 2 step process required.
