The Jira 9 has a wonderful feature of sorting the comments in oldest first or newest first
Let us assume that, we have a ticket with 100+ comments in it.
If a user opts for the newest first ,as we all know, the recent comments will appear on the top. Now, if we want to add a new comment, we need to scroll all the way down to access the "Add comment" button, which seems to be a bit annoying (atleast for me).
When the user opts for newest first, placing the "Add comment" button also on the top of comments section. Similarly, if they switch the sort option back to oldest first, place the button at the end of the page, as we see now.
