Issues assigned to inactive users are not included in the Plan

Summary

Jira issues assigned to inactive/disabled users are not included in the plan right now.

There are some specific scenarios such as: the Jira issue is Done and assigned to an user that was deactivated/disabled after finishing the issue.
The admins need to show these done issues in the plan, but since they are assigned to an inactive user, they are not included there.
The only way to show them is removing the user as assignee, but this also remove the ability for the admin to see/search for the assignee and assigned issues by the user.
This way, it would be nice if admins have the option to show issues assigned to inactive users in their plan, maybe having this new setting added as option.
