Provide ability for permission schemes to be configured per issue type

More granular approach to permissions grant more flexibility. Situation when I am looking for workaround through whole day, instead of use simple feature, is very unprofessional, and unproductive and honestly I'm bit pissed that some workarounds works only in server version. Cloud version is without solution at the moment.
