Incorrect externalId in AO_82B313_PERSON.ACCOUNT_ID

Issue Summary

The exported data from Jira Server stores "externalId" which doesn't correspond to the value in entities.xml.
Consequently, affected users cannot be modified at a team of Portfolio for Jira (P4J) on cloud.

Steps to Reproduce

The exact reproducible procedure is unknown:

1. Perform the site backup on Jira Server which has P4J's team having some users
2. Import the data to Jira Cloud

Expected Results

P4J's team data can be migrated to Cloud.

Actual Results

The data contained in the exported file are mismatched. AO_82B313_PERSON points to an incorrect value.

• entities.xml > User: externalId
• activeobject.xml > "string" value corresponding to ACCOUNT_ID of tableName="AO_82B313_PERSON"

Workaround

Consider adding yourself as a watcher to be kept informed as to the state of the bug moving forward. With that way, if our development team updates the ticket, you'll be notified via email.
