Steps to Reproduce

1. Create JIRA Software project to add Epic and Story issue types
2. As an admin, click on the Cog icon, then Issues to view incorrect descriptions.
3. If already created or customized, instance restart reverts back to system property values

Expected Results

Default or custom descriptions should be set for Epic and Story issue types, including after a restart.

Actual Results

Epic and Story issue types display the following descriptions, respectively:

gh.issue.epic.desc
gh.issue.story.desc

Workaround

1. Manually edit Issue type descriptions by clicking Edit to the right of the Issue type and updating to desired description.
