Date Time picker should allow 24-hour format when selecting the time

      Problem Definition

      The date/time picker doesn't allow selection of 24-hour time, and still uses the am/pm format. This is true even when configuring the Javascript date/time picker format in Advanced Settings to use 24-hour format.

      Suggested Solution

      Allow toggle between using 24-hour or am/pm when selecting the time.

      Workaround

      None.
