When an issue is created by admin on behalf of a user in JIRA (for example userA) in the Create Issue screen, userA will not get the issue created notification. This behaviour occurs only in Service Desk projects. Non Service Desk projects are not affected by the behaviour.
In the contrary, if userA creates the issue via Customer Portal or JIRA, he will receive notification for the created issue.
