As an admin, I would like to be able to restrict access to creating new reports in Insight

      Problem Definition

      Per the documentation at Reports, any Insight user with access to a given Object Schema or type of Object may create reports with no special permissions.

      Suggested Solution

      Add a way for an Insight Admin to restrict reporting permissions to specific users.

      Why this is important

      Reports consume system resources, and reports of sufficient size and complexity can unintentionally create performance problems for other users on the same Jira instance.
