Allow Service Management projects to use groups and not roles in permissions schemes

      Issue Summary

      JSM project permissions now heavily rely on JSM roles. When roles aren't used in permissions, permission errors will be fired. 

      In some organizations, admins do not want project admins to manage project permission via the roles. With this limitation in place, it's not possible.

      Steps to Reproduce

      1. Edit the permissions scheme of a JSM project by removing the Admin role from the Administer project permission. 
      2. Add the jira-administrators group to the permission. 

      Expected Results

      Jira should not complain. 

      Actual Results

      When the project page is reloaded, Jira fires permissions errors: 

      This service desk project has configuration problems and may not work as expected

      Workaround

      No workaround is available. The roles have to be added back to the permissions scheme.
