The per-issue EDIT permission in bulk-edit is slowed down by SD's pluggable permission

      We are seeing 3-4 minute load times of the BulkEditDetails.jspa page when editing 1000 issues. This is the page after you choose the "Edit" operation in step 3.

      See screenshot of newrelic trace. 60% of the page load is spent doing permission checks, of which about 40% of that is spent in SD. Obviously this per-issue check is always going to be a little slow.
