Add two banners to catch common licensing related issues for future customers on 1.2.x

1. Inform customers on a trial license via a dismissible banner that the pricing has changed

2. Inform customers who insert a JIRA Service Desk 2.0 license into 1.2.x that the license is incompatible with 1.2.x. This will also be a banner, but not dismissible. Note that UPM will already call out that the license is invalid. The reason UPM states is that the user count is mismatching, where as in reality it is because of the license type mismatch.
