Issue Summary

Images attached as a part of 'canned response' is not loading when it is retrieved for different issues. Only saved text is seen.

Steps to Reproduce

1. Open a Jira Service Desk Project. Go to any issues > Canned responses > Add a response with image (Test) > Save it. You would be able to retrieve the image from canned response in the same issue.
2. Go to any other issue > Canned responses > Test. You would see image will not be rendered.
3. Go to Canned responses > Test > Edit. The saved image from step 1 will not be rendered in saved response also.

Expected Results

Images getting rendered/displayed along with saved strings/characters for all issues.

Actual Results

Images are getting rendered for only the issues on which canned response was saved originally. Images are not getting rendered on other issues. Only the text is seen.
