Issue Summary:

Customer would like to have a functionality added to Jira where, customer when tries to login for the first time, he/she should get a 'Terms and Condition' page. Here, Company policies and related information can be displayed and customer once Accept the agreement, will be logged into Jira UI

There are Third party plugin available in Marketplace which can achieve the requirement. Terms and Conditions for Jira being one of many.
