We are moving this request to suggestion, as the behaviour of the attachment feature mentioned here was introduced as a part of us resolving JSDSERVER-6706. We will continue to monitor interest for the desired functionality requested here, and balance its priority against our feature development roadmap.

Issue Summary
Add to issue only generates internal comment with attachment link, behavior changed as of JSDSERVER-6706 fix
Steps to Reproduce
- Login to JIRA Service Desk 4.5.4 as Agent, upload an attachment either via drag and drop
- Don't add any comments, just click "Add to issue only" button
Expected Results
Attachment is added to issue but no new internal comment is generated.
Actual Results
A new internal comment is added with attachment link.
Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available
