Issue Summary

Translation 'You approved this request' is not translated according to the approvers language. 

Steps to Reproduce

1. Create a service desk request with an approval step.
2. Get the request to the approval step.
3. From the approver side, set their language to anything other than English.
4. Approve a request from the email notification received.

Expected Results

The request is approved and a message is shown indicating that the request was approved, in the language of the Approver.

Actual Results

The message  "You have approved this request" is shown in the language set on the system level (Jira administration > System > General configuration).

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
