Issue Summary

Date and time picker field affected CSS display CSS causing it hard to choose time with mouse when User Profile is set to German

Steps to Reproduce

1. Set user profile to Deutschland
2. Create an issue and set time for the date and picker field

Expected Results

Users must be able to select the time.

Actual Results

User is unable to select time as the display affected. Attached occurrence video.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
