Most relevant request participant is not at the top of the list if too many similar users on the list

      Issue Summary

      Request Participant field only shows the first 20 results when searching for users.
      This can make it impossible to add specific users if they are not one of the 20 users shown.

      Steps to Reproduce

      1. Add over 20 users with similar e-mail (eg. marcus.silveira@email.com, silveira.marcus@email.com, marcus.marcus@email.com) where at least 20 users with the similar email address is alphabetically before the desired user.
      2. Search for exact e-mail (marcus.marcus@email.com) in Request Participant field

      Expected Results

      Only marcus.marcus@email.com shows up in the list

      Actual Results

      All similar users show up, possibly hiding the desired user if 20 users exist alphabetically before them.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
