Issue Summary

The Approval section on the right panel would not show if the user is set to the Russian Language

Steps to Reproduce

1. Create a Request that uses a workflow with Approval configured.
2. Approve/Reject the request.
3. Change the account User Language to Russian
4. Navigate back to the request.

Expected Result

The Approval section will be shown with the Past Approval details just now.

Actual Restul

There will be a drop arrow for the Past Approval but nothing will be shown

Note

At least the "Past Approval" will be shown in the request is accessed directly through "/browse/<issue key>"
