Create Queue Count Cache Local to Node

Problem Definition

Opening the Queue page will send out cache replication to other nodes for each queue's count. This cache is unique to each user.

In Data Center, when a user logged in to a node, the user will remain and stay on that node as long as the session remains active. It makes sense to have the cache to be a local cache rather than a global cache.

Suggested Solution

Make the Queue Count cache to be local to the node
