Reporter does not receive notifications when creating issues without using ServiceDesk customer portal, even with JSD notification set to 'off'

    Description

      I've reviewed the behaviours described in JSD-446 as well as JSD-550 and even though it is supposed to have been fixed I must say I'm facing something different: regardless of "JIRA Service Desk notifications" being globally turned off, the reporter wouldn't get notification on issue creation nor issue commented (in this case they would receive for comments but oddly enough not for the first comment), although users granted other roles (Service Desk Team, Project admin) would get these notifications.
