Allow customization of the announcement banner to only show on certain pages

      As an Administrator I would like to customize the Announcement banner to only show on the login screen or even certain screens. Currently this is not customizable.

            It's Federally mandated for us to have scary warnings on all the tools we run.  Something to the effect of "You are accessing a US Government computer, no expectation of privacy, subject to prosecution, etc."

             

            FYI, our Agencies warning banner is 1090 characters currently.
