During upgrades, the server.xml and web.xml are wiped clean.

This is getting extremely annoying.  Going forward, because HTTPS is becoming almost required, everyone with a Jira setup will need to edit these two files.  Transferring these settings should be considered basic.

A work-around would be to start storing the HTTP and HTTPS settings in the database so that they can be used to later automatically fill in the server.xml and web.xml files.  That would at least cover most basic use cases of the server.xml file and web.xml file.
