Customers that never hit the portal splash page
http://xxx/servicedesk/customer/portal/6
will never see the announcement (configured as per https://confluence.atlassian.com/servicedeskserver031/configuring-the-customer-portal-802164737.html)
Clients that have a link right to a particular request type or the Requests page never hit the splash page which means they never see important announcements about planned maintenance windows etc.
The announcement should show on every page, just like it does in JIRA and Confluence.
This includes but is not limited to:
http://xxx/servicedesk/customer/portals
http://xxx/servicedesk/customer/portal/6/create/28
http://xxx/servicedesk/customer/user/requests?status=open&reporter=all
Basically every page the customer hits, whether via a bookmark they have or navigating the site should see the banner.
We have had occurrences where our customers on the site never save the maintenance announcement because they have no need to hit the splash page http://xxx/servicedesk/customer/portal/6
