Link to attachment results in 400 error when it's used in field description

      Summary

      When customer has configured a link to an attachment of JSD issue in field description (settings for request type). Clicking on that link will result in a 400 error page.

      Steps to Reproduce

      1. Create a SD project and a ticket in that project.
      2. Add an attachment to the ticket by sharing it with the customer and copy the attachment link (the URL should look like <base-url>/secure/attachment/<id>/<filename>).
      3. Goto Project settings > Request types and click on Edit field of a request type.
      4. In the one of Field Help column, set value to Test [link|<attachment link>].
      5. Goto customer portal and try to raise a ticket of the request type modified in the above steps.
      6. Click on the link in the field description on the right side.

      Expected Results

      The attachment is opened correctly.

      Actual Results

      The below HTTP 400 error is thrown:

      The problem cannot be reproduced on a JSD 3.1 instance.
