Request still needs approval even though resolved

Summary

When a request is created (which needs approval) and then closed before being approved, it still appears in the approvers list and still can be approved

Steps to Reproduce

1. Set up approvers
2. Set up a "Close issue" transition visible in the portal for Customers
3. Create a request which requires approval
4. Before it's approved, close the request

Expected Results

1. The approval is no longer needed
2. Request no longer appears in "Awaiting Approval" for the approver
3. Approver no longer able to approve/reject the request

Actual Results

1. Approver still sees this request as needing his/her approval
2. When opening the request, the approver can still approve/reject

Notes

Approving/Rejecting the request has no effect to it. It will remain closed.
