User needs Service Desk Team role membership to create issue via email

      Symptoms

      User emails into a create mail handler. Issue does not get created. Project for the mail handler has a Service Desk installed and is using Service Desk to manage the permission scheme.

      Steps to reproduce

      1. Create a new SD and project at the same time
      2. Remove jira-users from the Service Desk Team role in the People tab of Service Desk
      3. Set up a mail handler to create issues in the newly created project
      4. Put a valid email into watched mail box

      Expected result

      Email is converted into a ticket.

      I believe that this is caused by the changes made in: https://jira.atlassian.com/browse/JSD-62

      Workaround

      Add the jira-users group the Create Issue permission in the permission scheme.
      Caveat for this is that the user will now be able to create issues into that project via the JIRA UI.
