Add ability to add alt text to an image for Section 508 Compliance

      JSD allows a logo to be uploaded. It should be possible to associate alt text with that logo at that time so that users with sight impairments can read the pages more easily.

            Adding alt text to images is really important to my group. We've got a blind person on our team who uses Confluence and Jira and who will be using Bitbucket, too.
