Add ability to add alt text to an image for Section 508 Compliance

      JSD allows a logo to be uploaded. It should be possible to associate alt text with that logo at that time so that users with sight impairments can read the pages more easily.

      Also, there is missing textual description for many informative images.

      Example - The “Get IT help”, and “Request new software” informative images present in the “Type“ column are not provided with textual descriptions.
