Add "Create a Request" button to the header/content of all portal pages

      NOTE: This suggestion is for JIRA Service Desk Server. Using JIRA Service Desk Cloud? See the corresponding suggestion.

      We've had complaints that users are unable to find the "Create a request" link without going several clicks deep. This particular use case occurs when viewing items in the portal. It's not particularly efficient.

      Ultimately, if a button could be added in the header beside the "Requests" button, it would make much more sense and save our users the confusion of trying to find a link to open a new request.
