Pre-populated texts display issue when user's name has an apostrophe

      Description

      When using the Service Desk comment templates, if the customer's display name has an apostrophe, the name is displayed with encoding.

      Example: Hi Test U'ser, displays as Hi Test U'ser,

      We have tested with several other characters and they all display not-encoded, as it should:

      • ü (u-umlat)
      • - (hyphen)
      • * (asterisk)
      • _ (underscore)

      Additionally, if we type a apostrophe/single quote into the comment box, it shows not-encoded.
      If we try to edit the comment, the apostrophe in the name is encoded again.

      Steps to Reproduce
      1. Create an user with an apostrophe on the name (e.g. JIRA's Administrator)
      2. Try to add a comment on the issue and see the encoded character on the comment field.
