Link to Customer list does not have context path

Summary

The link "list of customers" doesn't redirect to the correct URL when JIRA is using a context path

Steps to Reproduce

1. Set JIRA with a context path
2. Access the "Request Security" page in your Service Desk project administration
3. Click on "list of customer"

Expected Results

Should redirect to "<base URL>/projects/<project key>/customers"

Actual Results

User is redirected to a 404 page due to the missing context path.
