Comments added through the CommentManager API cant be made 'public'

      I've just noticed that any comment created with the CommentManager, will be (currently) stamped Private. Thats one thing. Now, if that commented is edited, and switched to Public, with new text added, on save, the new text is shown but the comment is still Private, not Public which is what it should have been.

      Comments made through JSDs Private/Public comment feature of course can be 'flipped' from Private to Public....
