Password Policy prevents JSD from creating users from email requests or agent invites

When using a custom password policy with maximum password length less than 35, Service Desk is unable to create new users from email and invitations to users are not sent.

Customers are still able to sign up for an account in the customer portal if public signup is enabled. This is because the customer is forced to choose a password when signing up.
