Making field required in edit screen stops changing Request type

      NOTE: This bug report is for JIRA Service Desk Server. Using JIRA Service Desk Cloud? See the corresponding bug report.

      When you have at least one required field on the edit screen, you can not edit Request Type in Inline Edit mode.

      Executing this: http://localhost:8080/rest/servicedesk/1/servicedesk/request/10111/request-types
      returns a message: 

      {"errors":[{"errorMessage":"Failed to validate update parameters of the given request"}],"reasonKey"
