Reports - error is hidden and user has no way to know.

1. Configure a Report - series.
2. Do not add a label.
3. Compose the long JQL query in basic (or advanced) mode such that drop downs show up.
4. Submit the dialog.

Actual behavior:
I cannot see the error of empty label until I scroll down. (screenshot-1.png)

Expected behavior:
Error of empty label should be shown next to Label box.
