Description
Steps to reproduce:
1. Go to a ticket in the queue
2. Click on More
3. Click on Link
4. Select Web Link (this is not the relevant part, it happens with all types of links)
5. Put in a url, link text, and a comment
6. Set the comment privacy to be Service Desk Team
7. Submit the form
Expected:
Link is added and the comment is private
Actual:
Link is added, but the comment is visible to the requestor
