Jira Service Management Data Center
This DoS (Denial of Service) vulnerability was introduced in versions 10.0.0, 10.1.1, 10.2.0, 10.3.0, 10.4.0, 10.5.0,
10.6.0, 10.7.1, 11.0.0, 11.1.0, 11.2.0, and 11.3.0 of Jira Service Management Data Center.
This DoS (Denial of Service) vulnerability, with a CVSS Score of 8.7 and a CVSS Vector of
CVSS:4.0/AV:N/AC:L/AT:N/PR:N/UI:N/VC:N/VI:N/VA:H/SC:N/SI:N/SA:N allows an unauthenticated attacker to consume system
resources, which has no impact to confidentiality, no impact to integrity, high impact to availability, and requires no
user interaction.
Atlassian recommends that Jira Service Management Data Center customers upgrade to latest version, if you are unable to do so,
upgrade your instance to one of the specified supported fixed versions:
- Jira Service Management Data Center 11.3: Upgrade to a release greater than or equal to 11.3.10
- Jira Service Management Data Center 10.3: Upgrade to a release greater than or equal to 10.3.24

The National Vulnerability Database provides the following description for this vulnerability:
Netty is an asynchronous, event-driven network application framework. Prior to versions 4.1.136.Final and 4.2.16.Final,
the `Bzip2Decoder` handler in Netty's compression codec pipeline is vulnerable to a denial-of-service attack through a
malformed bzip2 stream that permanently captures the event-loop thread in an infinite loop. The vulnerability exists in
the run-length encoding (RLE) state machine within [`Bzip2BlockDecompressor.read()`]. This issue has been fixed in
versions 4.1.136.Final and 4.2.16.Final.
