Issue Summary

When including Reporter on Approval Required Customer Notification Audit Log shows ERROR.
The notifications is not sent for the Reporter but it is sent for the Approvers.

The error on the Audit log is not clear.

Steps to Reproduce

1. Edit Approval Required Customer Notification

1. Include Reporter on To field

1. Create a new request, set a Reporter and a different Approver

1. Check the Audit log for the Approval Required notification, it shows ERROR with no further detail

Expected Results

We can not include Reporter on To field of the rule.

OR

More clear error should be displayed on Audit log.

Actual Results

You are able to include Reporter on To field of the rule.

Audit log just shows ERROR.

Workaround

Remove Reporter from To field on Approval Required Customer Notification.
