Issue Summary

The canned response does not display when I select it initially. However, after checking another canned reply and returning to my preferred option, it works.

Steps to Reproduce

1. Install the Jira version 10.3.6
2. Create an issue
3. Save multiple canned responses
4. Add a comment and then select the first saved canned response

Expected Results

Saved canned response should be displayed

Actual Results

The saved canned response is  not displayed

Workaround

• Need to navigate to another saved canned response and then select the first saved canned response. 
• Refreshing the page helps
• Try selecting the canned response in Text Mode
