Problem
Even in a internal comment, the @mention user is marked as participant in the ticket.
Suggested Solution
Include the possibility of Jira not add @mention user as a participant of a ticket when is an internal comment.
Why This Is Important
This should be important for users and administrators when need to have an internal comment mentioning a user but don't want to mark this user as a participant of the ticket.
