As a Jira admin for a company with different languages in use by teams in different countries, I would like for the contents of email notifications to be translated into the recipient's chosen languages automatically.

For example:

• User1, User2, and User3 are request participants.
• User1 and User3 have their Language user preference on their profile set to English (US).
• User2 has their Language user preference on their profile set to Chinese.
• User1 leaves a comment in English on the request.
• User3 receives the comment in English as it was written - they both are using English (US)
• User2 receives the text of the comment translated to Chinese in the notification email - the comment was left in English (US) but User2's Language preference is set to Chinese.

Please note that this is a request for the contents of the notification to be translated, not just the notification subject. If a comment is left then all participants should receive the contents of the comment translated to their languages of choice in the notification email.
