Make PSMQ queue size logging on by default

      JSM >=5.1.0 outputs useful statistics if the logging package com.atlassian.servicedesk.plugins.base.internal.logging is set to DEBUG

      Without this enabled, getting the data requires periodical SQL execution against the DB.

      So, defaulting this to ON provides an important data point in the case of PSMQ related performance problem that already happened. 

      This would shorten the time required to diagnose and resolve PSMQ problems.
