      Issue Summary

      When opening a JSM issue through a queue, the read-only workflow will not populate on first load. A reload of the page is required, or accessing the issue through a different resource.

      Steps to Reproduce

      1. Login to a JSM project as a user with appropriate permissions and the "View Read-Only Workflow" permission.
      2. Access a JSM queue, and click on an issue within the queue.
      3. Click the status button, and select "View Workflow"

      Expected Results

      The workflow displays.

      Actual Results

      The workflow view is blank.

      Workaround

      Refresh the page or access the issue through another resource like a dashboard.
